Job description

About the role

Afghanaid, a British international NGO working in Afghanistan since 1983, is recruiting a WASH Engineer for its Integrated Emergency Sanitation, Hygiene and Multi-Purpose Cash Assistance project in Sang-e-Takht District, Daykundi Province. The engineer handles the technical work on latrine construction for vulnerable households, working closely with Social Organisers and communities and reporting to the Project Coordinator.

Key responsibilities

  • Visit each proposed site and carry out site and soil surveys, checking ground conditions, groundwater, flood risk and distance from water sources.
  • Prepare latrine designs and drawings using local materials and in line with WASH Cluster standards, including privacy, lighting, doors and locks and handwashing points.
  • Design disability-accessible latrines with ramps, handrails, wider doors and raised seats, after consulting persons with disabilities and their caregivers.
  • Agree latrine locations with households and clusters, including women, so facilities are safe, private and easy to reach.
  • Prepare bills of quantities and cost estimates, and check that supplier quotations match market rates.
  • Support the logistics team in selecting suppliers, checking material quality on delivery and keeping material stock records.
  • Supervise skilled labour and community workers, give practical technical instructions and inspect works at each stage, issuing completion certificates before payments.
  • Keep the construction schedule, report delays and problems to the Project Coordinator, and help resolve disputes over siting, access and labour.
  • Train user groups on use, cleaning, minor repairs and maintenance, and hand over completed latrines with a maintenance plan.
  • Correct defects found during inspection and follow-up, contribute to identifying environmental and social risks, and keep site records and progress reports.
  • Follow safeguarding, PSEA and code of conduct requirements, and ensure communities know how to use complaints channels.

Required profile

  • Bachelor's degree in Civil Engineering from a well-recognized university.
  • 4 years of experience in the WASH sector or in INGO development programmes.
  • Dependable professional with strong initiative, judgement and adaptability.
  • Excellent communication, presentation, facilitation, interpersonal, decision-making, conflict management and reporting skills.
