Design Review Engineer - Bridges, Major Drainage and Structural Works

About the role

UNOPS Afghanistan is recruiting a Design Review Engineer to provide independent technical assurance on Group 2B site-specific designs for bridges, major drainage and structural works. The reviewer checks that designs comply with approved model-design parameters, codes and standards, and recommends acceptance, revision or escalation. The reviewer must be willing and able to travel within Afghanistan where required.

Key responsibilities

• Review design drawings, technical specifications and Bills of Quantities for accuracy and suitability, and check the design brief, basis of design and applicable codes and standards.
• Check the completeness and reliability of site information (topographic, geotechnical, hydrological, hydraulic, traffic, seismic, environmental) and confirm the approved model design applies to the site.
• Review calculations, assumptions, load cases, dimensions and material parameters, and check consistency between drawings, specifications and the Bill of Quantities.
• Assess constructability, maintenance implications and suitability for local materials, skills and operating conditions, and identify safety-critical issues.
• Share review comments with the IPMG focal point, close them with the UNOPS format, and sign the project review sign-off certificate.
• Attend technical meetings and undertake site visits where critical assumptions cannot be confirmed from documents, preparing a site-verification note.
• Maintain complete, traceable review records and protect confidential project and design information.

Required profile

• Bachelor's degree in a relevant engineering discipline with at least four years of professional experience, or a master's degree with at least two years.
• At least three years of direct design experience in the technical category, including evidence of at least three comparable assignments, one within the last three years.
• Experience in Afghanistan or neighbouring countries with similar geography, geology, seismicity, climate and construction industry.
• Fluent English; professional registration or recognised professional membership is desirable.
