Lead Engineer / Engineering Monitor

About the role

DACAAR, a humanitarian NGO supporting sustainable development in Afghanistan, is hiring a Lead Engineer / Engineering Monitor in Kabul. The role supports the CRLP (Construction Rehabilitation and Livelihood Programme) projects, working with field staff, senior engineers and the Package Manager on design, construction, procurement and technical supervision.

Key responsibilities

• Survey and design CRLP projects according to the CRLP technical manual, and prepare detailed designs, calculations, scopes of work, specifications, bills of quantities and drawings
• Prepare cost estimates for skilled and unskilled labour and for local construction materials, and produce technical studies and cost estimates for option analysis
• Monitor and supervise ongoing and completed projects, check forms, quotations, bids, purchase orders and invoices, and verify project status in the MIS system
• Provide technical support to field staff, train senior engineers and field engineers, and guide their daily technical activities
• Take part in the procurement process, respond to urgent emergency project needs, and represent DACAAR in technical meetings, workshops and evaluations
• Write comprehensive field reports after each visit and follow security and safeguarding policies

Required profile

• Bachelor's degree in civil engineering; a master's degree in a relevant field is preferred
• At least 7-10 years of experience in project design, access road construction, canal construction, Cash for Work projects, water networks, MHP, environmental engineering and related technical sectors
• Fluent oral and written English, Pashto and Dari
• Strong teamwork, planning, coordination and supervisory skills, and excellent communication skills
