Trust Fund Manager – Special Trust Fund for Afghanistan

About the role

The Special Trust Fund for Afghanistan (STFA) was set up on 20 October 2021 as an inter-agency mechanism so donors can channel resources to UN joint programmes supporting the UN Strategic Framework for Afghanistan. The Trust Fund Management Unit (TFMU) is the Fund secretariat, and UNDP provides administrative support to it. The Trust Fund Manager, working under the Resident Coordinator and reporting administratively to the UNDP Resident Representative, leads the Project Management, Finance, Communications and Monitoring and Evaluation teams in the TFMU and advises the Fund's Steering Committee.

Key responsibilities

• Manage and coordinate activities financed by the Trust Fund and advise the Steering Committee on strategic priorities
• Support the Resident Coordinator, donors and participating UN organizations in reviewing governance arrangements and developing the Fund's strategic planning documents
• Oversee the review of the Fund Terms of Reference and Operations Manual, and ensure quality control of funded projects
• Implement calls for proposals, run fund-level results management and ensure annual reports are produced
• Develop the Fund's communication and resource mobilization strategies, liaise with donors and build partnerships with civil society, foundations and the private sector
• Lead knowledge management: systematize knowledge, commission studies and synthesize lessons learned
• Oversee the TFMU team and its activities
