Trust Fund Manager - Special Trust Fund for Afghanistan

About the role

The Special Trust Fund for Afghanistan (STFA) was set up on 20 October 2021 as an inter-agency mechanism so that donors can channel their resources and coordinate support to UN joint programmes under the UN Strategic Framework for Afghanistan. The Trust Fund Management Unit (TFMU) is the Fund Secretariat and provides technical and management support to the Steering Committee. The Trust Fund Manager, reporting administratively to the UNDP Resident Representative, supports the governance structures, engages with donors and development partners through the Steering Committee and Technical Coordination Working Group, and leads the Project Management, Finance, Communications and Monitoring and Evaluation teams.

Key responsibilities

• Advise the STFA Steering Committee on fund-related matters and support the Resident Coordinator, donors and participating UN organizations in reviewing and redesigning governance arrangements, aligned with Agenda 2030 and national priorities
• Oversee the Fund's strategic planning documents, the Terms of Reference and the Operations Manual, and ensure quality control of funded projects, including risk management and cross-cutting approaches
• Ensure Fund monitoring through the Fund-level Results Management System, develop the Fund Risk Management Strategy, and oversee annual reports and updates
• Coordinate with the Fund Administrative Agent (MPTF Office in New York) and guide participating UN organizations on programming processes
• Develop and implement the Fund's communication strategy, resource mobilization strategy and visibility plan, and build partnerships with donors, civil society, foundations and the private sector
• Manage the Fund's knowledge, including systematizing knowledge, documenting good practices and lessons learned, commissioning assessments and studies, and contributing to policy discussions
