Trust Fund Manager – Special Trust Fund for Afghanistan

About the role

The Special Trust Fund for Afghanistan (STFA) was set up on 20 October 2021 as an inter-agency mechanism so donors can channel resources to UN joint programmes supporting the UN Strategic Framework for Afghanistan. The Trust Fund Management Unit (TFMU) is the Fund secretariat, and UNDP provides administrative support to it. The Trust Fund Manager, reporting administratively to the UNDP Resident Representative, supports the governance structures, engages with donors and development partners through the Steering Committee and Technical Coordination Working Group, and leads the Project Management, Finance, Communications and Monitoring and Evaluation teams.

Key responsibilities

• Manage and coordinate activities financed by the Trust Fund and advise the Steering Committee on strategic priorities
• Support the Resident Coordinator, donors and participating UN organizations in reviewing governance arrangements, and develop the Fund's strategic planning documents
• Oversee the review of the Terms of Reference and Operations Manual, and liaise with the Fund Administrative Agent in New York
• Implement calls for proposals, ensure quality control of funded projects, and run Fund-level monitoring through the Results Management System
• Develop and implement the Fund Risk Management Strategy, and oversee annual reports
• Build strategic partnerships, lead resource mobilization and outreach to civil society, foundations and the private sector
• Manage knowledge, good practices and lessons learned, and commission assessments and studies as requested
• Oversee the TFMU team
