Director Programs Afghanistan

About the role

Welthungerhilfe is looking for a Director Programs for Afghanistan, based in Kabul. Reporting to the Country Director, the Director steers the strategic and operational program direction and oversees the full project portfolio, while three international experts report directly to them. The position is filled as soon as possible on a 2-year initial contract with good prospects for extension.

Key responsibilities

• Coordinate and monitor projects and programmes according to quality standards, including monitoring and evaluation, and supervise fund use.
• Lead, direct and manage performance of Project Managers, Technical Experts, Grants/Donor Coordinator and MEAL Coordinator.
• Contribute to planning, strategic reviews, donor engagement and resource mobilisation.
• Pre-select new project ideas and coordinate new project proposals and donor reporting.
• Take part in recruitment and training of team members.
• Operationalise and review the multi-year country strategy and support the Country Director in updating it annually.
• Develop partnerships, advise partners and identify capacity-building measures.
• Monitor early warning indicators of crises and update the preparedness and contingency plan with the Country Director.
• Represent Welthungerhilfe before national and international bodies, governments and NGOs.

Required profile

• University or college degree in humanitarian or development studies, or an equivalent degree.
• At least 5 years of professional experience in a similar position, including 2 years in a fragile context.
• Experience in Afghanistan, the global South and/or insecure environments is an asset; resilience or development programming experience is preferred.
• Experience developing partnerships with local partners, the private sector and research institutes.
• Excellent spoken and written English.
