Senior Officer, Public Health in Emergencies

About the role

The Senior Officer, Public Health in Emergencies (PhiE) supports the Afghanistan Country Delegation in strengthening grant‑management processes, ensuring compliance and transparent use of donor funds for health‑related emergency programmes.

Key responsibilities

• Reinforce IFRC’s ability to track large grants, produce financial and programmatic reports and manage risks throughout the grant lifecycle.
• Coordinate with the Health & Care Coordinator and other units to ensure systematic compliance with IFRC policies and donor requirements.
• Develop and maintain robust oversight, coordination and accountability mechanisms for partner/donor funding.
• Provide proactive risk‑identification and mitigation strategies for public‑health emergency projects.
• Support transparent, timely and compliant use of funds aligned with operational priorities in Afghanistan.

Required profile

• Senior‑level professional with extensive experience in public‑health emergencies and humanitarian grant management.
• Strong understanding of IFRC policies, donor compliance standards and humanitarian financing.
• Ability to work in a challenging environment and coordinate across multiple stakeholders.
