Senior Health Manager – Reproductive Health

About the role

The International Rescue Committee is seeking a Senior Health Manager to lead its Reproductive Health Programme across multiple provinces. This senior position combines strategic, technical and operational leadership to ensure high‑quality, cost‑effective service delivery that meets IRC and donor standards.

Key responsibilities

• Provide strategic and operational leadership for the Reproductive Health Programme, overseeing planning, budgeting, procurement and partner management.
• Represent IRC in national coordination forums and maintain strong relationships with the Ministry of Public Health, donors, UN agencies and humanitarian partners.
• Lead business development activities, including identifying funding opportunities, preparing concept notes, technical proposals, log‑frames and budgets.
• Oversee the establishment, rehabilitation and operationalisation of service delivery points, ensuring readiness and compliance with national standards.
• Monitor service quality, implement corrective actions, and produce donor briefings, advocacy materials and evidence products.

Required profile

• Extensive experience in reproductive health, maternal and newborn health, nutrition and basic psychosocial support services.
• Proven ability to manage large‑scale programmes, budgets and multi‑partner collaborations in humanitarian settings.
• Strong analytical and reporting skills, with experience preparing high‑quality donor proposals and technical documents.
• Excellent communication and representation skills for engagement with government, UN agencies and donors.
