Senior Database and Software Developer Associate

About the role

The Senior Database and Software Developer Associate will be the technical focal point for the Afghanistan Centralised Database Management System (ACDMS), ensuring the platform’s reliability, performance and security. Reporting to senior programme and information management officers, the role works closely with ICT and programme teams to deliver and maintain database and application components.

Key responsibilities

• Design, configure, maintain and support relational database structures, schemas, tables, views, functions and procedures for all ACDMS modules.
• Develop, enhance and maintain secure web‑based applications, APIs and integration routines, following approved functional and technical specifications.
• Administer source code and database scripts in version‑control repositories, applying change‑control, branching and peer‑review practices.
• Optimize queries, application components and reporting processes for performance, scalability and reliability.
• Implement authentication, authorisation, role‑based access, encryption, logging and audit controls to meet IOM information‑security standards.
• Conduct unit, integration, regression and performance testing, support user‑acceptance testing and verify release readiness.
• Build and maintain automated reports, extracts, dashboards and BI interfaces, documenting calculations and data refresh routines.
• Implement backup, restoration, disaster‑recovery and business‑continuity procedures and maintain related documentation.
• Provide second‑line technical support, diagnose incidents, maintain incident records and coordinate escalations.
• Maintain system architecture records, data models, API documentation and troubleshooting guides for knowledge transfer.

Required profile

• Bachelor’s degree in Computer Science, Software Engineering, IT or related field with at least five years of relevant experience, or high school diploma with seven years of experience.
• Progressively responsible experience in database design, software/web application development, systems integration and technical support.
• Proven ability to work collaboratively with programme, ICT and information‑management teams.
