Humanitarian Access & Safety Manager (Afghanistan)

About the role

The Norwegian Refugee Council (NRC) is seeking a Humanitarian Access & Safety Manager to lead risk management and safety initiatives for its Afghanistan mission. You will ensure compliance with minimum standards, reduce operational risk, and support staff, assets, and the organisation’s reputation across a complex and volatile environment.

Key responsibilities

• Implement and maintain the Humanitarian Access and Safety Risk Management System.
• Develop and roll out Global Health, Safety, and Security Management Systems.
• Promote a risk‑management culture and provide strategic advice to country management.
• Oversee access and safety for staff, assets, and operations, including document and tool development.
• Lead line management duties: performance, recruitment, induction, and duty‑of‑care support.
• Deliver training, capacity building and coordinate with external security actors.

Required profile

• Senior management experience in a humanitarian or recovery context.
• Proven experience in humanitarian access analysis and civil‑military coordination.
• Background in staff training, coaching, and mentoring.
• Exposure to complex security environments (IED attacks, armed groups, access impediments).
• Fluency in English, both written and verbal.
