Senior Programme Management Officer

About the role

The United Nations Assistance Mission in Afghanistan (UNAMA) is seeking a Senior Programme Management Officer to lead its aid‑effectiveness and donor‑coordination work in Kabul. Reporting to the Principal Coordination Officer, the incumbent will support the implementation of UNAMA’s mandate to coordinate international donors, promote transparent use of aid and strengthen development policy dialogue across Afghan stakeholders.

Key responsibilities

• Provide strategic and operational advice to the Development Pillar on programme design and implementation.
• Manage UNAMA’s aid‑effectiveness portfolio, engaging regularly with de‑facto authorities on national development plans and macro‑economic stabilization.
• Review and analyse relevant documents and reports, identify priorities, propose corrective actions and ensure follow‑up.
• Facilitate coordination among United Nations agencies, donors and Afghan authorities to enhance complementarity and coherence of development assistance.
• Support the development and monitoring of mutual‑accountability frameworks and information‑sharing mechanisms.

Required profile

• Senior‑level professional with extensive experience in programme management, donor coordination and development policy.
• Demonstrated ability to work in a complex, high‑risk environment and to engage with government and international stakeholders.
• Strong analytical skills and experience in reviewing policy documents and reports.
• Willingness to serve in Kabul, classified as an “E” hardship duty station.
