Senior Health Manager - Reproductive Health

About the role

The International Rescue Committee is seeking a senior professional to lead its Reproductive Health Programme across multiple provinces. This role combines strategic, technical and operational leadership to ensure high‑quality, cost‑effective implementation that meets IRC and donor standards.

Key responsibilities

• Provide strategic, technical, and operational leadership for the Reproductive Health Programme.
• Lead programme planning, work‑plan development, budget management, financial forecasting, procurement and partner contract management.
• Oversee donor reporting, performance monitoring and ensure compliance with IRC and donor requirements.
• Represent IRC at national coordination forums and maintain strong partnerships with ministries, UN agencies and humanitarian partners.
• Identify funding opportunities, conduct context analyses and lead donor engagement and strategic positioning.
• Develop concept notes, technical proposals, log‑frames, work‑plans, budgets and budget narratives aligned with donor and national priorities.
• Prepare donor briefings, programme updates, advocacy materials and evidence products.
• Oversee establishment, rehabilitation and operationalisation of service delivery points, ensuring readiness before launch.
• Ensure health facilities deliver an integrated package of reproductive health, maternal‑newborn health, nutrition and basic MHPSS services.
• Monitor service‑delivery quality and implement corrective actions as needed.

Required profile

• Solutions‑driven, passionate change‑maker with senior‑level experience in health programme management.
• Proven ability to lead large‑scale reproductive health initiatives and coordinate with multiple stakeholders.
• Experience in business development, donor engagement and resource mobilisation.
