Logistic/Procurement Officer

About the role

The Liaison Office (TLO), an Afghan NGO founded in 2003 and based in Kabul, is looking for a Logistic/Procurement Officer. The role covers procurement of goods and supplies, stock control, fleet management and coordination with programme departments so that projects are implemented effectively.

Key responsibilities

• Collect procurement documentation and coordinate stock movements between the despatcher and receiver.
• Procure quality goods and supplies from local markets and implement purchases in line with donor and TLO rules and approval procedures.
• Ensure purchased items match the requested quantity and quality.
• Maintain the stock database and stock release orders, and report monthly stock reconciliation to the office manager.
• Oversee the transport management system, plan vehicle movements, prepare transport reports and schedule maintenance and repairs with finance.
• Develop procurement plans, contingency plans and standard operating methods for procurement.
• Receive goods at the site, check quantity and condition, and provide weekly reports on procurement activities.
• Track purchase orders and requisitions, follow up on policies and prepare bid summaries and translations of bills.
• Keep the asset and inventory list updated.

Required profile

• Three years or more of direct experience in logistics with a recognised NGO.
• Experience in warehouse management, fleet management and maintenance, and facilities management such as generator maintenance schedules.
• Able to travel to different zones and field offices across Afghanistan.
• Strong organisational skills, attention to detail, integrity and teamwork.

Required skills

• Computer skills and the MS Office suite.
• Excellent oral and written English.
