Programme Management Officer (Mine Action)

About the role

The United Nations Assistance Mission in Afghanistan (UNAMA) is seeking a Programme Management Officer to lead the Mine Action Section within its Development Pillar. Reporting to the Deputy Special Representative of the Secretary‑General, the incumbent will guide planning, implementation, monitoring and evaluation of mine action programmes and coordinate with UN partners and Afghan authorities.

Key responsibilities

• Research, analyse and present mine action data to inform risk mitigation strategies across UN projects.
• Develop and oversee policy documents, impact evaluations and strategic surveys for the Mine Action programme.
• Design and manage the programme’s work plan, budget and resource mobilisation strategy, contributing to the Humanitarian Needs Response Plan.
• Lead the mine action work stream within the protection cluster, advise the Humanitarian Country Team and advocate for funding.
• Coordinate outreach, training workshops and engagement with de‑facto authorities on mine action.
• Prepare background papers, analytical reports and briefing notes for intergovernmental bodies.

Required profile

• Extensive experience in programme management, preferably in humanitarian or mine action contexts.
• Proven ability to analyse complex data, produce policy recommendations and monitor performance.
• Strong coordination skills with UN agencies, NGOs and local authorities.
• Excellent written communication for drafting reports and briefing documents.
