Finance and Budget Officer

About the role

The Finance and Budget Officer will support budget planning, financial management, accounting operations and reporting within the United Nations Assistance Mission in Afghanistan (UNAMA). The role ensures compliance with UN financial regulations and contributes to the mission’s economic resilience objectives.

Key responsibilities

• Support preparation, monitoring and reporting of the 10RCR Fund budget.
• Prepare budget implementation reports, analyses, presentations and management information.
• Monitor budget utilisation and conduct performance reviews to ensure compliance with UN financial rules.
• Process payment vouchers in the ERP system (preferably Umoja) and verify supporting documentation.
• Support reconciliation and reporting of Official Business Travel (OBT) transactions.
• Assist with advances for escort payments, hospitality, outreach and official functions, and clear advances according to procedures.
• Coordinate with technical units, banks and RSCE on monthly and year‑end financial reporting.
• Support year‑end financial closure, account reconciliations and reporting activities.
• Follow up on long‑outstanding accounts receivable with UNCT partners.
• Assist with daily cash count reconciliations and welfare account reviews.

Required profile

• Bachelor's degree in Accounting, Finance, Economics, Business Administration or a related field.
• Minimum 3 years of relevant professional experience.
• Fluent English.
