Education Technical Officer – B-AQBE Programme

About the role

The International Rescue Committee (IRC) is recruiting an Education Technical Officer in Balkh to oversee and support its FCDO-funded education programme, Bridging Accessible, Quality Basic Education (B-AQBE), with its downstream partner. The role provides operational, access and monitoring support to partner staff and project supervision, aiming to improve safe access to quality primary education for Afghan children, especially girls, displaced, disadvantaged and rural children.

Key responsibilities

• Support project quality through regular coordination meetings, field monitoring visits, technical follow-ups and contributions to evaluations and reports.
• Help prepare, follow up and track project action plans, and flag delays, risks or implementation gaps to the Project Lead.
• Provide technical and coordination support for education programme components, working with project staff, partners and stakeholders.
• Contribute to designing and improving education activities so they are context-appropriate and focused on learning outcomes.
• Support basic programme and budget tracking by reviewing expenditure data, cash flow and partner financial documentation.
• Assist the education project supervisor in ensuring compliance with donor requirements, organisational policies and quality standards, including audit and compliance processes.
• Support quality assurance and monitoring mechanisms, and identify and monitor programme and operational risks.
• Collect, compile and analyse programme data and indicators, and consolidate and verify partner reports.
• Liaise with internal support departments (Supply Chain, Finance, HR, Partnerships) and maintain project documentation and data repositories.
• Provide on-the-job, planned or design orientations for partner staff on technical needs identified in operations.

Required profile

• Graduate of a relevant faculty, preferably Education, Science or Literature or related fields.
• At least 2-3 years of experience in an officer or supporting role within an NGO or INGO, preferably with education project management experience.
• Fluency in English, Dari and Pashto, written and spoken.
• Strong interpersonal and communication skills, able to work with diverse rural communities; good supervisory, leadership, analytical and troubleshooting skills.
• Ready to work, live and travel in an intricate and strenuous environment.

Required skills

• Solid knowledge of planning, budgeting and report writing.
• Familiarity with the design, evaluation and monitoring of education projects.
• Operational computer skills; the organisation uses Microsoft Office.
