Humanitarian Access Working Group Coordinator – Afghanistan

About the role

The Norwegian Refugee Council seeks a Humanitarian Access Working Group Coordinator to lead and co‑manage the Access Working Group in Afghanistan. The role ensures effective collaboration among NGOs, advocates for humanitarian access, and guides the implementation of access strategies in a volatile environment.

Key responsibilities

• Provide leadership and strategic direction to the Humanitarian Access Working Group (HAWG).
• Serve as the primary focal point for NGOs and co‑lead the HAWG.
• Foster collaboration and coordination among humanitarian actors, clusters and forums.
• Support advocacy, negotiation and compliance with humanitarian principles and international humanitarian law.
• Review, revise and implement the Humanitarian Country Team Access Strategy, HAWG Engagement Strategy and Joint Operational Principles.
• Develop, monitor and execute the HAWG workplan.
• Offer guidance, advisory development and monitor implementation.
• Represent the HAWG before donors, authorities and other stakeholders.
• Coordinate responses to emerging access issues across coordination platforms.

Required profile

• Extensive experience in conflict or post‑conflict humanitarian operations in volatile settings.
• Strong technical knowledge of humanitarian access and experience advising on access challenges.
• Proven experience in forum leadership or coordination.
• Deep understanding of humanitarian principles, protection standards and international humanitarian law.
• Experience drafting and implementing policy and strategic guidance.
• Familiarity with access tools, resources and methodologies.
• Demonstrated analysis, stakeholder management and coordination skills.
• Direct experience with the Afghanistan humanitarian context.
• Fluent English, both written and spoken.
