Programme Development Manager

About the role

The Programme Development Manager reports to the Head of Programme Development and Resource Mobilisation and works closely with local, regional and global stakeholders to shape Save the Children’s programme development and funding strategy for the Afghanistan Country Office. The role involves portfolio analysis, donor landscape scanning, designing engagement strategies, tracking funding opportunities and leading proposal development, while also providing technical support to the Partnerships Unit. In the event of a major humanitarian emergency, the post holder must be ready to adapt working hours and responsibilities.

Key responsibilities

• Analyse the current programme portfolio to identify trends that inform a stronger funding strategy.
• Research and track upcoming funding opportunities across INGOs, private sector, government donors, trusts and foundations.
• Participate in donor meetings to gather intelligence and build long‑term collaborations.
• Cultivate relationships with external partners for large‑scale or strategic funding, either as a prime or sub‑recipient.
• Explore innovative fundraising approaches, with a focus on new humanitarian donors and the private sector.
• Implement the funding strategy and coordinate country‑office teams to meet restricted funding targets.
• Set ambitious donor‑engagement targets together with the Programme Development and Quality team.
• Conduct regular donor‑landscape mapping and develop effective engagement plans.
• Work with Technical Advisors to disseminate thematic briefs, capacity statements and funding plans to support fundraising efforts.

Required profile

• Proven experience in programme development, resource mobilisation and donor engagement within the humanitarian or development sector.
• Strong analytical ability to assess portfolios and identify funding trends.
• Excellent communication skills for interaction with internal teams and external donors.
• Flexibility to work outside normal hours during emergencies and to travel as needed.
