Team Leader – Disability Inclusion Situation Analysis (5‑month consultancy)

About the role

UNICEF Afghanistan seeks a senior consultant to lead a combined situation analysis and internal readiness assessment on disability inclusion. The assignment will identify practical entry points for inclusive programming and strengthen the design and implementation of interventions for children with disabilities.

Key responsibilities

• Conduct a comprehensive situation analysis of disability inclusion across health, nutrition, education, child protection and social protection sectors.
• Perform an internal readiness assessment of UNICEF Afghanistan and partner institutions to gauge capacity for inclusive programming.
• Develop evidence‑based recommendations, entry points and actionable work plans to improve service access for children with disabilities.
• Produce high‑quality analytical reports, presentations and facilitation of findings with stakeholders.

Required profile

• Advanced university degree (Master’s required, PhD preferred) in disability studies, social sciences, public policy, international development, evaluation or related field.
• Minimum 10 years of progressively responsible experience in disability inclusion, programme assessment, evaluation or inclusive humanitarian programming.
• Demonstrated ability to engage ethically with persons with disabilities, NGOs, and civil‑society organisations.

Required skills

• Strong technical expertise in disability inclusion and the Convention on the Rights of Persons with Disabilities.
• Proven experience conducting situation analyses, readiness assessments and mixed‑methods research (desk reviews, surveys, key informant interviews, focus groups, data analysis).
• Excellent analytical, report‑writing, facilitation and presentation skills.
