Senior Research and Policy Specialist – Absorptive Capacity (Consultancy)

About the role

The International Organization for Migration (IOM) seeks a senior specialist to lead the development of a flagship analytical report on Afghanistan’s capacity to absorb large‑scale returns. This consultancy will be based in Kabul and will work closely with the Chief of Mission, senior programme coordinators and regional IOM colleagues.

Key responsibilities

• Design and lead the conceptual framework for the report “Beyond the Numbers: Afghanistan’s Capacity to Absorb Large‑Scale Returns”.
• Interpret data on return movements, demographic pressure, service access, livelihoods, resilience and vulnerability.
• Draft the analytical narrative, produce policy recommendations and ensure alignment with IOM strategic objectives.
• Coordinate with IOM Afghanistan, regional and headquarters teams to gather inputs and validate findings.
• Present interim results to senior stakeholders and incorporate feedback.

Required profile

• Advanced degree in social sciences, migration studies, public policy or a related field.
• Minimum 8 years of experience in research, policy analysis and report writing, preferably in humanitarian or migration contexts.
• Demonstrated knowledge of Afghanistan’s socio‑economic environment and return dynamics.
• Proven ability to work independently and coordinate multi‑disciplinary teams.
