Senior Health Manager – Reproductive Health

About the role

The International Rescue Committee is seeking a Senior Health Manager to lead its Reproductive Health programme across provinces in Afghanistan. The role combines strategic leadership, service‑delivery oversight and health‑system strengthening in a humanitarian context.

Key responsibilities

• Provide strategic, technical and operational leadership for the Reproductive Health programme, including work‑plan development, budgeting, procurement and donor reporting.
• Oversee establishment, rehabilitation and operation of service delivery points, ensuring integrated reproductive, maternal, newborn, nutrition and basic MHPSS services meet IRC and national standards.
• Lead business development activities: identify funding opportunities, prepare concept notes, technical proposals and budgets, and represent IRC in coordination forums with the Ministry of Public Health and donors.
• Manage government liaison, health‑system strengthening and integration of project data into national HMIS, while mentoring multidisciplinary teams across multiple provinces.

Required profile

• Medical Doctor (MD or MBBS) with a postgraduate degree in Public Health.
• 5‑6 years progressive programme management experience in reproductive health or integrated primary health care in humanitarian settings, including at least three years in Afghanistan.
• Demonstrated experience in donor proposal development, budget management and compliance with donors such as ECHO, USAID/BHA, FCDO or UNFPA.
• Strong knowledge of MoPH BPHS, CBHC framework, MISP and WHO/SPHERE guidelines.

Required skills

• Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
• Experience using the DHIS2 health‑information system and conducting data quality assurance.
• Budget management, financial forecasting and grant compliance.
