About the role
The International Organization for Migration is seeking a Senior Grants & Compliance Associate to lead cash‑based intervention (CBI) activities in Afghanistan. You will work closely with Program Managers and the Grants & Compliance unit to ensure projects meet global standards, donor requirements, and IOM policies.
Key responsibilities
- Support Program Managers in planning and implementing CBI activities, including situational analysis, needs assessment, targeting and distribution.
- Coordinate and monitor operational, administrative and financial aspects of CBI in line with IOM policies and donor agreements.
- Integrate cross‑cutting issues such as gender‑based violence, disability inclusion, child protection and accountability to affected populations.
- Identify and monitor appropriate transfer mechanisms and financial service providers.
- Conduct needs and market assessments to inform CBI modality design.
- Develop standard operating procedures and technical guidelines for efficient CBI delivery.
- Provide technical guidance, capacity‑building and oversight to sectoral CBI focal points and field assistants.
- Contribute to concept notes, project proposals, workplans and related documentation.
- Monitor, document and evaluate CBI interventions, recommend corrective actions and ensure synergy across IOM units.
- Prepare reports, briefing notes, graphics and statistical tables on CBI outcomes.
- Participate in Cash Working Group meetings, workshops and coordinate with local authorities, UN agencies and NGOs.
- Undertake regular duty travel to monitor implementation and provide on‑site guidance.
Required profile
- Proven experience supporting program managers in cash‑based humanitarian projects.
- Strong understanding of grant management, donor compliance and IOM’s CBI standards.
- Ability to work collaboratively with technical experts on gender, disability, child protection and accountability.
- Experience conducting needs assessments, market analyses and designing CBI modalities.
- Excellent analytical, reporting and documentation skills.
- Willingness to travel regularly within Afghanistan.
