Safer Access Framework (SAF) Communication Adviser

About the role

The Safer Access Framework (SAF) Communication Adviser will be seconded by the Finnish Red Cross and based in the ICRC Delegation in Kabul. The role supports the Afghan Red Crescent Society (ARCS) in strengthening its communication capacity to improve acceptance, security and access in a protracted crisis environment.

Key responsibilities

• Provide strategic guidance on operational, crisis and movement‑wide communication to maintain the ARCS’s neutral and impartial image.
• Develop and deliver training for ARCS staff and volunteers on identity management, fundamental principles and communication best practices.
• Collaborate with ICRC and Finnish Red Cross focal points to ensure alignment with broader SAF initiatives.
• Support the ARCS Communication Department in creating consistent messaging for stakeholders and affected communities.
• Monitor and evaluate the impact of communication activities on access and security outcomes.

Required profile

• Proven experience in humanitarian or development communication, preferably in insecure or conflict‑affected settings.
• Strong understanding of the Red Cross and Red Crescent Movement’s Fundamental Principles.
• Ability to work closely with national society staff, volunteers and international partners.
• Excellent written and verbal communication skills in English.
