Radiotherapy Service Planning and Capacity Building Consultant

About the role
The consultancy provides technical and strategic support to WHO Afghanistan, the Ministry of Public Health, the Ministry of Higher Education and other national stakeholders to plan and prepare sustainable radiotherapy services in Afghanistan. The consultant will assess the current landscape, identify gaps and dependencies, and develop practical recommendations for service delivery, infrastructure, workforce and quality management.
Key responsibilities
- Produce an updated radiotherapy situation assessment highlighting gaps, risks and recommended actions.
- Develop a phased implementation concept and road‑map for radiotherapy services, including infrastructure and equipment needs.
- Design a capacity‑building and stakeholder‑coordination framework covering training, mentoring and partnership mechanisms.
- Provide guidance on quality management, radiation safety, preventive maintenance and long‑term sustainability.
- Prepare monthly technical reports, briefing notes and a final consolidated report with presentations for WHO and national counterparts.
Required profile
- Advanced university degree in health sciences, radiotherapy services or related field, plus postgraduate qualification in strategic or health‑system management.
- 5–10 years of professional experience in radiotherapy, medical physics or radiation‑based healthcare technologies with international exposure.
- Demonstrated experience in radiotherapy service planning, implementation, capacity building and multi‑partner coordination.
- Experience preparing technical assessments, strategic plans and decision‑support reports, preferably in resource‑constrained health systems.
