Programme Officer (Cash) – Fixed‑Term

About the role

The Programme Officer (Cash) will support the Programme Management Unit (PMU) in operationalising agile, risk‑managed cash transfer projects in Afghanistan. Based in Kabul, the role works closely with ACO Programme Sections, Operations Teams and partners to ensure effective implementation of humanitarian cash‑based activities.

Key responsibilities

• Support the PMU in applying operational and compliance policies for cash transfer activities.
• Maintain partnership and dialogue with relevant programme sections and operations teams.
• Conduct research and data analysis to improve project management systems.
• Provide technical and operational guidance to ensure timely, risk‑informed implementation of cash‑based programmes.
• Collaborate with stakeholders on cash incentives and service delivery projects.

Required profile

• Bachelor’s degree in Social Science, International Studies, Public Administration or related field.
• At least 1 year of experience managing large‑scale cash transfer projects, preferably in emergency contexts.
• Fluency in English and Dari or Pashtu; knowledge of an additional UN language is an asset.

Required skills

• Experience with project financial management systems, specifically UNICEF’s ERP‑VISION/FIORI/SAP.
• Knowledge of global human‑rights issues affecting children and women.
• Understanding of cash‑based programming, monitoring, and evaluation processes.
