MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The International Rescue Committee is seeking a dedicated MEAL Officer to support the design, implementation, and continuous improvement of monitoring, evaluation, accountability and learning activities across its programs in Afghanistan. Working closely with the Senior MEAL Officer, you will ensure high‑quality data collection, analysis, and reporting to inform program decisions and demonstrate impact.

Key responsibilities

• Design, develop and update MEAL tools and methodologies for projects.
• Coordinate baseline surveys, mid‑term and final evaluations, data quality audits and field supervision.
• Provide technical assistance on information management systems, data collection and record‑keeping.
• Conduct regular data verification, ensure completeness, correctness and consistency of entered data.
• Lead client‑feedback mechanisms at the provincial level, including focus group discussions and stakeholder meetings.
• Document lessons learned, best practices and success stories for organizational learning.
• Train field staff on data management and quality assurance procedures.

Required profile

• Strong analytical abilities and attention to detail.
• Excellent communication skills for interacting with field teams, partners and beneficiaries.
