Humanitarian Affairs Officer / Programme Officer

About the role

The Humanitarian Affairs Officer / Programme Officer will support the management of the Country‑Based Pooled Fund (CBPF) and the Central Emergency Response Fund (CERF) in Kabul, Afghanistan. Reporting to the Head of Humanitarian Finance / CBPF Manager, the incumbent will help ensure that humanitarian funding is allocated efficiently and in line with OCHA’s strategic priorities.

Key responsibilities

• Assist the Pooled Fund Manager in overseeing CBPF and CERF administration and allocation processes.
• Coordinate with NGOs, UN partners, cluster leads and OCHA field offices to monitor project progress and fund utilisation.
• Supervise fund‑related monitoring officers and ensure compliance with financial rules.
• Conduct field visits to support recipient organisations, local authorities and communities.
• Provide advice on operational risks and promote coherence between humanitarian needs and response.
• Maintain communication with stakeholders throughout the project life‑cycle.

Required profile

• Experience in humanitarian fund management or related financial administration.
• Ability to work under the supervision of the Pooled Fund Manager and advise senior staff.
• Strong coordination skills with NGOs, UN agencies and cluster structures.
• Willingness to travel for field visits within Afghanistan.
