Humanitarian Affairs Officer – Head of Strategy & Coordination Unit

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) seeks a senior professional to lead its Strategy and Coordination Unit in Kabul. Reporting to the Deputy Head of Office, the incumbent will shape policy, oversee complex emergency operations, and ensure effective humanitarian assistance across Afghanistan.

Key responsibilities

• Provide senior policy advice on humanitarian principles, human rights linkages, and assistance delivery.
• Prepare policy position papers and monitor humanitarian developments, maintaining a watch list of potential crises.
• Lead large‑scale disaster assessments, coordinate international emergency assistance, and produce situation reports for the global community.
• Assist in drafting appeals for international aid and ensure proper use of donor contributions.
• Support member states in capacity‑building, develop country‑specific indicators, and recommend actions based on analysis.
• Initiate and coordinate technical cooperation projects, formulate proposals, and oversee implementation.

Required profile

• Proven experience as a senior policy officer in humanitarian or disaster‑management contexts.
• Strong analytical skills with a track record of monitoring and reporting on emergency situations.
• Ability to lead multi‑stakeholder projects and coordinate international assistance.
• Experience in capacity‑building and developing monitoring indicators.
