Health Specialist (Emergency) – P-4, Fixed‑Term, Kabul

About the role

The Health Specialist (Emergency) will support UNICEF’s Chief of Health in leading the health programme within the country office, focusing on emergency health interventions for women, children and families. This senior P‑4 position is based in Kabul and plays a critical role in ensuring effective delivery, monitoring and evaluation of health activities in crisis settings.

Key responsibilities

• Assist the Chief of Health in managing the health section and coordinating emergency health responses.
• Lead the design, implementation, monitoring and reporting of health programmes, including gender, maternal, neonatal and child survival components.
• Provide technical guidance to field teams and partners on health interventions in emergencies.
• Ensure compliance with UNICEF policies, standards and the UNDAF framework.
• Contribute to strategic planning, budgeting and resource mobilisation for health activities.

Required profile

• Advanced university degree in public health, medicine, epidemiology or a related field.
• Minimum 8 years of professional experience in health programming, with a strong focus on emergency contexts.
• Demonstrated experience in managing multi‑sectoral health projects in low‑resource settings.
• Excellent analytical, reporting and communication skills.
• Fluency in English; knowledge of local languages is an asset.
