Head of Programming I, Afghanistan and Pakistan

About the role

The Head of Programming I will provide strategic direction, leadership and management for CRS programmes in Afghanistan and Pakistan, ensuring high‑quality interventions for the poor and vulnerable.

Key responsibilities

• Provide strategic direction for the design of program frameworks and resource‑mobilisation strategies aligned with regional and agency priorities.
• Lead high‑quality project design, incorporating project‑management standards and MEAL (Monitoring, Evaluation, Accountability, Learning) methods.
• Coordinate planning across multiple sectors to ensure integrated, efficient implementation of interventions.
• Effectively manage talent, supervise staff, promote team well‑being, and deliver coaching, individualized development plans and performance assessments.
• Proactively identify and manage program risks as a member of the Business Management Unit senior management team.

Required profile

• Proven senior‑level experience in humanitarian program management and strategic planning.
• Demonstrated ability to design and implement resource‑mobilisation strategies.
• Experience supervising multidisciplinary teams and fostering staff development.
• Strong understanding of MEAL approaches and project‑management standards.
• Ability to work effectively in a complex, multi‑country context covering Afghanistan and Pakistan.
