Contracts Specialist (P-3) – Fixed Term – Kabul, Afghanistan

About the role

UNICEF is seeking a Contracts Specialist (P-3) on a fixed‑term basis to support its operations in Kabul, Afghanistan. The role will ensure that all contracting activities comply with UNICEF’s financial rules, procurement procedures and legal requirements while adapting to the complex humanitarian context.

Key responsibilities

• Administer and manage contracts, including development of specifications, bid opening, evaluation, and award processes.
• Coordinate with programme, finance and partner teams to align contract terms with project plans and funding availability.
• Maintain and expand the vendor database, ensuring competitive and transparent service procurement.
• Prepare contracts and Long‑Term Agreements in the VISION system and monitor delivery against contractual terms.
• Provide regular statistical reporting on contract performance and support donor dialogue on supply components.

Required profile

• Master’s degree or equivalent in Business Administration, Economics, Law, Supply Management or related field.
• Minimum 5 years of experience in supply management, contracting, procurement or logistics, preferably in humanitarian or fragile settings.
• Proficient English; knowledge of another UN language or Dari/Pashto is an asset.
• Experience with SAP (VISION) and construction procurement is desirable.
