Chief Executive Officer (CEO)

About the role

The Chief Executive Officer will provide overall leadership and management oversight of Hamkar Microfinance Institution’s operations, ensuring the execution of strategy, business growth, financial sustainability, risk management, regulatory compliance and stakeholder engagement in line with the institution’s mission and Shariah principles.

Key responsibilities

• Lead development and execution of HMI’s strategic plan, ensuring alignment with its mission, Shariah principles and Board directives.
• Drive business growth by expanding outreach, developing micro‑finance products for women, youth, urban and rural communities, and fostering digital financial services.
• Oversee credit, financing and portfolio quality, maintaining strong credit discipline, delinquency management and compliance with provisioning and write‑off policies.
• Manage financial performance, capital adequacy, liquidity and budgeting to ensure sustainability and profitability.
• Promote enterprise risk management, internal controls and regulatory compliance, including DAB and Shariah governance requirements.
• Represent HMI with regulators, donors, investors and development partners, building strategic partnerships and enhancing the institution’s reputation.

Required profile

• Master’s degree (MBA, Finance, Economics, Islamic Finance or related) with at least 6 years senior‑management experience, or Bachelor’s degree with 10 years equivalent experience in micro‑finance, banking or financial services.
• Proven executive leadership experience in strategy formulation, organizational management and stakeholder engagement.
• Deep knowledge of micro‑finance operations, credit risk, MSME financing, liquidity and enterprise risk management, preferably within Afghanistan’s regulatory environment.
• Experience with Shariah‑compliant finance and gender‑inclusive financial programs is highly preferred.
• Strong communication, negotiation and multicultural team‑leadership abilities.
