Area Programme Manager – East, Central & North Afghanistan

About the role

The Area Programme Manager for the East, Central and North regions will lead the design, coordination and delivery of NRC’s humanitarian programmes in Afghanistan. Reporting to senior management, you will oversee multiple thematic projects, ensure quality implementation and represent NRC with partners and authorities.

Key responsibilities

• Provide supervision and guidance to Project Coordinators within the Area Office.
• Integrate programme activities across sectors and ensure technical quality.
• Manage the full project cycle, including monitoring, evaluation and reporting.
• Oversee donor compliance, grant management and regular reporting.
• Contribute strategic input to core competency strategies and allocate BPO resources.
• Liaise with local and national authorities, stakeholders and represent NRC in relevant forums.
• Ensure contractual commitments are met and extract lessons learned for future implementation.
• Lead emergency response mechanisms, needs assessments and approve development plans.

Required profile

• Senior programme management experience in humanitarian or recovery settings.
• Proven people‑leadership in complex, multi‑sector programmes.
• Expertise in programme development for large, rapidly expanding country operations.
• Demonstrated knowledge of the Afghan humanitarian context and response landscape.
• Ability to work in a volatile environment and adapt to changing priorities.
• Fluency in English (written and spoken) and verbal proficiency in Pashto and Dari.
