Area Programme Manager, East, Central, & North Afghanistan

About the role

The Area Programme Manager will lead programme development, coordinate multiple thematic areas and oversee project implementation across the East, Central and North regions of Afghanistan. This senior position requires strong operational and managerial leadership in a complex humanitarian environment.

Key responsibilities

• Supervise and guide Project Coordinators in the Area Office.
• Provide integrated programme support and ensure technical quality of the Area Office.
• Manage the full project cycle, including monitoring and evaluation.
• Ensure compliance with donor standards, grant management and regular reporting.
• Offer strategic input for core competency strategies and oversee BPO allocations at area level.
• Liaise with local and national authorities and represent NRC in relevant forums.
• Maintain contractual commitments and extract key learnings from project implementation.
• Lead area emergency response mechanisms, conduct needs assessments, develop plans and approve programme implementation.

Required profile

• Senior programme management experience in a humanitarian or recovery context.
• People‑leadership exposure within a complex programme.
• Expertise in recovery, durable solutions and other sectorial programming.
• Proven programme development experience in a large, rapidly expanding country programme.
• In‑depth knowledge of the Afghanistan humanitarian context and community response.
• Experience working in complex, volatile environments.
• Fluency in English (written and verbal) and verbal proficiency in Pashto and Dari.
