UNICEF Representative (D-2) – Kabul, Afghanistan

About the role

The Representative is the accredited head of UNICEF in Afghanistan, reporting to the Regional Director. The role involves establishing high‑level dialogue with the Government, developing the Country Programme of Cooperation, and leading the Country Office to deliver results for children in a complex environment.

Key responsibilities

• Develop and plan the Country Programme in line with UNICEF strategic goals.
• Lead and manage the Country Office, overseeing programme sectors and operations teams.
• Monitor and ensure quality control of programme implementation.
• Represent UNICEF at global, regional and national levels, building external relations.
• Deliver high‑quality results for children, especially in challenging operating contexts.
• Support the Resident Coordinator and UN Country Team to advance the UN Cooperation Framework.
• Lead resource mobilisation and strengthen partnerships.
• Promote innovation, knowledge management and capacity building.
• Ensure safety, security and well‑being of staff, programmes and assets.

Required profile

• Extensive experience in UN humanitarian and development systems with strong understanding of policies and procedures.
• Ability to manage complex humanitarian responses, staff health and safety, and security situations.
• Political acumen and cultural sensitivity to influence senior partners and counterparts.
• Experience working in fast‑changing political environments and making socio‑political assessments.
• Excellent leadership, managerial and people skills, capable of motivating diverse teams.
• Strong negotiation skills and maturity to handle demanding stakeholder relationships.
• Previous experience in complex emergencies.
• Capacity to work under pressure in difficult security contexts.
