Senior Grants & Compliance Associate – Cash-Based Interventions

About the role

The Senior Grants & Compliance Associate will support Program Managers in planning and delivering cash‑based interventions (CBI) that meet IOM standards and donor requirements. Working closely with the Grants & Compliance unit, the role ensures that all operational, financial and administrative aspects of CBI are effectively coordinated.

Key responsibilities

• Assist Programme Managers with situational analyses, needs assessments, targeting and distribution planning for CBI projects.
• Monitor and coordinate the operational, administrative and financial implementation of CBI in line with IOM policies, donor agreements and global standards.
• Integrate cross‑cutting issues such as gender‑based violence, disability inclusion, child protection and accountability to affected populations into CBI activities.
• Identify and monitor appropriate transfer mechanisms and financial service providers to ensure efficient cash delivery.
• Support market and needs assessments to inform the design of suitable CBI modalities.
• Develop and update standard operating procedures and technical guidelines for cash‑based programming.
• Provide technical guidance and capacity‑building to field assistants and sectoral CBI focal points.
• Contribute to concept notes, project proposals, workplans and other documentation related to cash interventions.
• Track CBI performance, document results, analyse deviations and recommend corrective actions.
• Prepare reports, briefing notes, graphics and statistical tables on CBI activities in Afghanistan.
• Participate in cash working groups, workshops and coordination meetings with UN agencies, NGOs and local authorities.
• Undertake regular travel to monitor implementation and provide on‑site guidance.

Required profile

• Proven experience in grants management, compliance and cash‑based humanitarian programming.
• Strong understanding of IOM policies, donor regulations and international humanitarian standards.
• Ability to conduct needs assessments, market analyses and design appropriate cash modalities.
• Excellent coordination and stakeholder‑engagement skills.
• Experience in preparing high‑quality reports, proposals and technical documents.
