Provincial Communication Officer (Roster)

About the role

CTG, a human resources and staffing solutions provider operating in Afghanistan since 2006, is recruiting a Provincial Communication Officer (Roster) for its Polio Eradication Programme. The role covers planning, community engagement, training, monitoring and reporting of communication and social mobilization activities at the provincial level.

Key responsibilities

• Oversee the action planning and performance monitoring of District Communication Officers (DCOs) and Female Mobilization Vaccinators (FMVs), and ensure integrated microplanning between social mobilization and operations teams
• Provide technical oversight of monthly, evidence-based communication plans and prepare provincial budget plans and financial reports
• Manage planning, implementation and monitoring of community engagement and mobilization activities, including engaging local influencers and working with religious leaders, women's groups and professional networks
• Support the deployment, training and monitoring of FMVs in high-risk and convergence districts, and train campaign-based social mobilizers
• Coordinate with regional trainers, review and pre-test communication and training materials, and conduct field monitoring visits
• Support rumor tracking, misinformation management, collection of social data on confirmed polio cases, and feedback to provincial health authorities
• Coordinate advocacy with provincial authorities and line directorates, represent communication activities at coordination forums, and work with WHO, NGOs, CBOs, youth and women groups
• Collaborate with supply committees on cold chain and vaccine distribution, update cold chain inventory reports and ensure daily summary sheets and vial tracking forms are filled correctly
• Plan and supervise pre-campaign activities, monitor clusters with high refusal or missed-child rates during the campaign, and draft post-campaign reports with improvement recommendations

Required profile

• University degree in social science, political science, Sharia and law, medical science or public health
• At least three years' experience in relevant fields; experience in the Polio programme is given priority
• Ability to travel to district health facilities and villages for monitoring and support
• Fluent in the local languages of the area; English fluency is desirable

Required skills

• Good computer skills, including MS Office and internet use
• Experience in health promotion is a plus
