Partnerships Specialist (Fixed‑Term, P‑3) – Kabul

About the role

UNICEF is seeking a Partnerships Specialist on a 12‑month fixed‑term contract to support its resource mobilisation strategy in Afghanistan. The incumbent will work closely with the Chief Resource Mobilisation and Partnerships and the wider Resource Mobilisation team to develop and steward donor relationships.

Key responsibilities

• Implement the work plan for the assigned partnership area, ensuring timely and cost‑effective delivery of results in line with UNICEF’s partnership strategy.
• Identify, negotiate and broker new partnership and resource‑mobilisation agreements with development banks, bilateral donors, foundations and other key interlocutors.
• Screen inquiries from potential collaborators, facilitate communication with relevant UNICEF staff and maintain a database of contacts and partnership knowledge.
• Develop and execute annual partnership engagement and resource‑mobilisation plans, expanding UNICEF’s network of government and multilateral partners.
• Manage the grant‑contribution cycle, ensuring donor proposals, reports and submissions are delivered on time, to high quality and in compliance with standards.
• Provide guidance, training and coaching to short‑term staff, interns and consultants as needed.

Required profile

• Master’s degree or equivalent in Political Science, Communications, International Development, Public Administration or a related field.
• Minimum five years of experience in partnerships, resource mobilisation, donor relations, grant management or related fields, preferably in humanitarian or fragile settings.
• Fluency in English; knowledge of another UN official language is desirable.
• Demonstrated ability to develop partnerships, negotiate agreements and produce high‑quality reporting.
