MEAL Manager – Consortium (ECHO BR)

About the role

The Consortium MEAL Manager will provide technical oversight for the design, implementation and continuous strengthening of a harmonised monitoring, evaluation, accountability and learning system across four partner organisations. Reporting to the Senior Programme Manager, the role ensures high‑quality data collection, analysis and reporting for the ECHO BR portfolio in Afghanistan.

Key responsibilities

• Lead the design, rollout and improvement of the consortium‑wide MEAL framework, plan and indicator tracking table.
• Chair the MEAL Technical Working Group, set agendas, track actions and drive harmonisation of tools, methodologies and reporting formats.
• Coordinate with partner MEAL managers to agree common standards, resolve data issues and support partner‑specific approaches where beneficial.
• Oversee routine monitoring, data quality assessments and field verification across consortium locations.
• Consolidate data, produce dashboards and integrate findings with inter‑agency data platforms and feedback mechanisms.
• Flag under‑performing indicators and data gaps to senior management and governance structures.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian programmes.
• Proven ability to work across multiple organisations and lead technical working groups.
• Strong analytical mindset with experience in data quality assurance and field verification.
• Excellent communication skills for interfacing with senior staff, partners and donors.

• Digital data collection platforms (e.g., KoboToolbox, ODK).
• Dashboard development and data visualisation tools.
• Data integration with inter‑agency platforms.
