Contracts Specialist (P-3) – Fixed Term – Kabul, Afghanistan

About the role

The Contracts Specialist will ensure all contracting activities comply with UNICEF’s financial rules, procurement procedures and legal requirements, supporting programme delivery in a complex humanitarian context.

Key responsibilities

• Administer and manage contracts, including development of specifications, bid evaluation, and award processes.
• Provide technical advice to the Contract Review Committee and ensure transparent, competitive solicitation of services.
• Maintain statistical reports on contract services and long‑term agreements, and monitor delivery performance against KPIs.
• Support donor dialogue and develop supply components of proposals, including budgeting and innovative financing mechanisms.

Required profile

• Master’s degree in Business Administration, Management, Economics, Supply/Purchasing, Law, International Development, Health Administration or related field.
• Minimum 5 years of relevant experience in supply management, contracting, procurement or logistics within humanitarian or development settings.
• Proficient/Fluent English; knowledge of another UN language or Dari/Pashto is an asset.

Required skills

• Experience with SAP (VISION) procurement system.
• Strong contract management and vendor management capabilities.
