Chief Operating Officer (COO) – Digital Payments

About the role

Asan Pay, a licensed Electronic Money Institution in Afghanistan, is looking for a Chief Operating Officer to lead day‑to‑day operations, drive operational excellence and support the company’s growth across its digital financial services platform.

Key responsibilities

• Develop and execute operational strategies aligned with the CEO’s vision, translating objectives into measurable KPIs.
• Oversee transaction processing, agent and merchant network management, liquidity planning and settlement operations.
• Ensure compliance with Da Afghanistan Bank EMI regulations, maintain internal controls and manage regulatory reporting.
• Lead the expansion and performance monitoring of the nationwide agent and merchant network.
• Mentor and manage operational teams, fostering a culture of accountability and continuous improvement.

Required profile

• Master’s degree in Business Administration, Finance, Economics or related field; professional certifications are a plus.
• 6–10 years of progressive operations experience in banking, EMI, fintech or mobile financial services, including 3–5 years in a senior management role.
