Health Specialist (Emergency) – P-4 Fixed Term

About the role

The Health Specialist (Emergency) supports UNICEF’s mission to protect children’s health in crisis settings. Reporting to the Chief of Health, the specialist leads the design, implementation, and monitoring of health programmes focused on gender, maternal, neonatal, and child survival within emergency contexts in Afghanistan.

Key responsibilities

• Assist the Chief of Health in managing the health section and coordinating emergency health activities.
• Lead the planning, implementation, monitoring, evaluation, and reporting of health interventions aligned with UNICEF’s results‑based management approach.
• Provide technical guidance to field teams on health emergency response, ensuring adherence to UNICEF standards and policies.
• Collaborate with partners, government agencies, and other UN entities to strengthen health service delivery during emergencies.
• Contribute to the development of strategic health plans, budgets, and resource mobilization efforts.

Required profile

• Advanced university degree in public health, medicine, epidemiology, or a related field.
• Significant experience (typically 7+ years) in health programme management, preferably in humanitarian or emergency settings.
• Demonstrated ability to work in complex, multi‑stakeholder environments and to produce high‑quality analytical reports.

Required skills

• Strong knowledge of health emergency response frameworks and UNICEF health policies.
• Expertise in monitoring, evaluation, and results‑based management of health programmes.
• Excellent analytical, writing, and presentation skills.
