PMO Specialist – Project Management Office

About the role

The Project Management Office (PMO) Specialist will support UNOPS’s strategic and operational frameworks to ensure projects and programmes are designed, prioritized and delivered in line with organisational and partner objectives. The role provides delivery assurance, promotes best practices in project management and enables evidence‑based decision‑making across the Afghanistan Country Office.

Key responsibilities

• Contribute to strategic oversight, advice and direction on project and programme management activities in line with service agreements.
• Support the development, implementation and revision of project budgets and staffing plans, ensuring alignment across operations.
• Establish and maintain resource‑tracking systems to improve planning, forecasting and delivery monitoring.
• Identify and anticipate risks and issues, providing timely mitigation advice to supervisors.
• Facilitate the preparation of high‑level project and programme plans, integrating lower‑level plans into cohesive milestones.
• Develop, monitor and maintain project dependencies and inter‑dependencies.
• Provide support on project assets, finance and administrative matters throughout the project lifecycle.
• Serve as the focal point for project closure activities, overseeing asset disposal, financial disbursements and hand‑over to headquarters.
• Ensure timely updates of project information in UNOPS systems such as oneUNOPS.

Required profile

• Demonstrated experience in project and programme management within humanitarian or development contexts.
• Strong understanding of project budgeting, staffing plans and resource‑tracking mechanisms.
• Ability to analyse risks, propose mitigation measures and support strategic decision‑making.
• Familiarity with UNOPS standards, governance frameworks and the oneUNOPS information system.
