MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Officer will support the design, implementation and continuous improvement of monitoring, evaluation, accountability and learning (MEAL) systems for IRC programmes in Afghanistan. Working closely with the Senior MEAL Officer, the role ensures high‑quality data collection, analysis and reporting to inform programme decisions and demonstrate impact. The officer will also contribute to the development of accountability processes and ensure compliance with IRC standards on safeguarding, fiscal integrity and professional conduct.

Key responsibilities

• Design, develop and update MEAL tools, and participate in diagnostic studies, evaluations and surveys.
• Coordinate participatory monitoring and evaluation activities at field level, including baseline surveys, mid‑term and final evaluations, data quality audits and field supervision.
• Provide technical assistance on information management systems, data collection, verification and quality assurance.
• Lead client‑feedback mechanisms, conduct focus groups and stakeholder meetings, and disseminate lessons learned and best practices.
• Organise orientation and training for field staff and volunteers on monitoring tools and data‑driven decision‑making.
