Deputy Country Director for Programs – Kabul, Afghanistan

About the role

The Deputy Country Director for Programs will lead the implementation of Première Urgence Internationale’s humanitarian programmes across Afghanistan. Reporting to the Head of Mission, the role ensures that programmes are delivered in line with PUI’s charter, technical standards and donor requirements while representing the organisation at the national level.

Key responsibilities

• Oversee programme implementation, monitor progress and ensure compliance with internal guidelines and contractual procedures.
• Conduct needs and gaps analyses and propose new operations in coordination with field and technical coordinators.
• Lead donor mapping activities and develop fundraising strategies.
• Manage the Technical Coordination Team and provide support to Field Coordinators and Deputy Field Coordinators.
• Represent PUI with partners, donors and authorities, ensuring effective coordination and advocacy.
• Challenge bases on quality standards and drive continuous improvement.

Required profile

• Extensive experience in managing humanitarian programmes, preferably in health, nutrition, MHPSS or WaSH sectors.
• Proven leadership of multi‑disciplinary teams in complex, multi‑province contexts.
• Strong background in donor mapping, fundraising and partnership development.
• Excellent analytical skills for needs assessments and strategic planning.
• Fluency in English and ability to work effectively with local staff and authorities.
