Shelter and Settlement (WASI) Officer (Internal)

About the role

The Shelter and Settlement (WASI) Officer will support the planning, design and implementation of WASH, shelter and infrastructure projects for displaced populations in Afghanistan. Working under the WASI team leader, the officer collaborates with field staff, local communities, and partner agencies to ensure interventions meet standards and community needs.

Key responsibilities

• Participate in beneficiary eligibility, technical, market and feasibility assessments for WASH, shelter and infrastructure interventions.
• Contribute to surveys, technical designs, Bills of Quantities (BoQs), drawings and feasibility studies.
• Ensure project site and beneficiary selection follows community consultation and vulnerability criteria.
• Supervise and monitor construction works (community‑led or contractor‑implemented) for compliance with DRC SOPs, national building codes and humanitarian standards.
• Provide technical oversight on construction materials, quality assurance and site safety.
• Support procurement and logistics teams with technical inputs on material selection, delivery and quality control.
• Report on activities and, when required, engage in monitoring, evaluation and learning processes.

Required profile

• Engineer or equivalent technical background, as indicated by the title “Officer (Engineer)”.
• Experience working in humanitarian or development contexts, preferably with WASH, shelter or infrastructure projects.
• Ability to work closely with multidisciplinary teams, local authorities and community members.
