Humanitarian Access & Safety Manager Afghanistan

About the role

The Norwegian Refugee Council (NRC) seeks an experienced Humanitarian Access & Safety Manager to lead risk management and safety operations for its Afghanistan mission. You will ensure compliance with standards, reduce operational risk, and support staff safety in a complex environment.

Key responsibilities

• Implement and maintain the Humanitarian Access and Safety Risk Management System.
• Develop and roll out a Global Health, Safety, and Security Management System.
• Promote a risk‑management culture across the country office.
• Provide strategic advice to country management on access and safety matters.
• Oversee safety for staff, assets, and operations, safeguarding NRC’s reputation.
• Produce and update access and safety policies, procedures, guidance, tools, and budgets.
• Lead a team of safety staff, handling performance, recruitment, induction, and development.
• Design and deliver training and capacity‑building programmes for NRC personnel.
• Coordinate with external security actors and maintain effective communication networks.

Required profile

• Senior management experience in a humanitarian or recovery context.
• Proven expertise in humanitarian access analysis and civil‑military coordination.
• Extensive experience in staff training, coaching, and mentoring.
• Direct exposure to high‑risk environments involving IEDs, complex attacks, armed groups, and volatile contexts.
• Fluent written and spoken English.
