Head of Programming I – Afghanistan & Pakistan

About the role

The Head of Programming I will lead CRS’s programming portfolio across Afghanistan and Pakistan, reporting to the Country Representative. Based in Kabul, this senior position provides strategic direction, ensures high‑quality program design and implementation, and drives impact for vulnerable communities.

Key responsibilities

• Define and steer the strategic frameworks and resource‑mobilisation plans for programmes in Afghanistan and Pakistan.
• Lead high‑quality project design, applying project‑management standards and MEAL (Monitoring, Evaluation, Accountability, Learning) methodologies.
• Coordinate planning and integration of activities across multiple sectors and provinces to maximise efficiency.
• Manage and develop programme staff, including performance assessments, coaching, and wellbeing initiatives.
• Oversee risk management and ensure compliance with agency and regional policies.
• Contribute to staffing plans and senior recruitment for project teams.

Required profile

• Proven senior leadership experience in humanitarian or development programming.
• Strong strategic thinking with ability to design and implement large‑scale interventions.
• Demonstrated talent‑management and team‑development skills.
• Experience in risk assessment and mitigation in complex operating environments.
• Excellent communication and stakeholder‑engagement abilities.
