Head of Advocacy, Inclusion & Strategic Communications

About the role

The Head of Advocacy, Inclusion & Strategic Communications leads ACBAR’s collective NGO advocacy and strategic positioning functions across Afghanistan. This senior role shapes evidence‑based advocacy, ensures inclusive representation of national NGOs, and manages the organization’s external narrative in a politically sensitive environment.

Key responsibilities

• Develop, implement and periodically review ACBAR’s advocacy strategy, aligning it with member priorities.
• Identify emerging operational and policy issues affecting NGOs and coordinate collective advocacy responses.
• Produce policy briefs, position papers, advocacy messages, briefing notes and strategic analyses.
• Support coherent NGO positioning on humanitarian principles, localization, access, taxation, civic space and operational challenges.
• Coordinate reactive advocacy during emergencies, policy shifts or incidents impacting NGO operations.
• Engage with donors, UN agencies, de‑facto authorities, diplomatic missions and other key stakeholders, preparing strategic briefings and talking points.
• Strengthen linkages between national and regional coordination structures, ensuring field‑level concerns inform advocacy analysis and donor dialogue.

Required profile

• Extensive experience in advocacy, policy influence or strategic communications within humanitarian or development contexts.
• Demonstrated ability to work with diverse NGOs, including women‑led and regional organizations.
• Strong understanding of Afghan humanitarian, political and regulatory environments.
• Proven track record of producing high‑quality policy documents and briefing materials.
